The entities involved in the environmental review for the proposed Millennium Bulk Terminals coal export facility in Longview are announcing that their legal agreement to separate the state and federal review processes is now in place. The Corps of Engineers announced their plans to conduct a separate EIS process, but will still be synchronized with the process that Cowlitz County and the Department of Ecology are conducting. It was also disclosed yesterday that the process is ahead of schedule, with the “determination of scope” now expected in February, instead of the spring of next year. It’s not yet known exactly what kind of impact that the Federal government shutdown will have on the process, but it was noted that the Corps did NOT attend last night’s scoping meeting that was held in Pasco. The fourth of the five scoping meetings on the Millennium EIS is set for next Wednesday, the 9th at the Clark County Fairgrounds.
