Public input on the scoping for the proposed Millennium Bulk Terminals coal export facility at the old Reynolds Metals plant in Longview opens today. Cowlitz County, the Department of Ecology and the U. S. Army Corps of Engineers are jointly conducting the Environmental Impact Statement process for the project; the county and the state are responsible under the State Environmental Policy Act, while the Corps is working under the National Environmental Policy Act. Through the scoping process, the agencies will determine what issues should be addressed under the EIS, reaching out to other agencies, Indian tribes and the public to identify those issues. The public comment period will run through November 18th; a series of public meetings on the scoping process are also planned, starting on September 17th in Longview.
