No Victory Center

The Kelso City Council is turning away the latest attempt for the Victory Center to remain in its downtown location, rejecting an application for a language change in the ordinance that defines “cultural institution.” Speaking to a full house of Victory Center supporters, Mayor David Futcher says that it’s not that they’re against churches, but the Council does have a responsibility for making sure that the things are in their proper places…victorycenter…Pastor Leo Pisarchuk had asked for a refined definition of “cultural institution,” that would allow the Victory Center to remain as a place of “human refinement.” City Attorney Janean Parker advised the Council to reject the request, saying that the proposed language would actually make the situation even more unclear, and would open the door to other “cultural institutions” that might also claim to be places of “human refinement,” with less than savory intentions. Parker says that there are other ways to address this issue, and offered to work on them. Council member Dan Myers offered a motion to have city staff research those options, but that motion also failed, with only Myers voting in support.
