St. Helens Police Chief Terry Moss is releasing the names of the law enforcement officers involved in Saturday morning’s shooting of 60 year-old “Rocky” Martinez of St. Helens. Rick Graham is a sergeant with the St. Helens Police Department, and has been with the agency since 1990. Officer Stephanie LaVallee is a four-year veteran of the department, while Bill Haas has been a Columbia County Deputy since 2010. Reserve Deputy Tyler Miller was also involved; he’s been serving with the Columbia County Sheriff’s Office since 2011. All four are now on administrative leave, in accordance with the Deadly Force Response Plan that was adopted by Columbia County in 2008. The officers and deputies were responding to a report that a despondent Martinez was armed with a long knife, walking along the street of St. Helens. After trying to negotiate with Martinez for several minutes, they fired several rounds in the parking lot of Best Western motel, when Martinez allegedly advanced on one of them. He remains in critical condition at Legacy Emanuel Hospital in Portland.
