Longview Police say that there were a number of drivers who apparently had some problems in dealing with the rule that when traffic signals are out, the intersection should be treated as a four-way stop, as traffic snarled yesterday morning on Tennant Way at 14th and 15th Avenues. This all got started when a power outage hit the south end of downtown Longview at about 6:10 yesterday morning. The outage was eventually traced to a fault in some underground cable in the area of 14th and Douglas. Cowlitz PUD officials report that 132 customers served by the Columbia Way substation were affected, including St. John Medical Center and the YMCA. About half of those affected were back up by about 7:30 am, then all repairs were complete by 9:35 am. LPD had to conduct some traffic control at 14th and 15th and Tennant Way, as some drivers apparently had some trouble with handling those intersections as a four-way stop. Despite the trouble, no collisions were reported.
