Donna Lee Navarette, 54, of Kelso is under arrest after an incident that reportedly took place yesterday at the offices of the Beacon Hill Water and Sewer District. Around noon yesterday, employees called the Sheriff’s Office, reporting that an “irate female customer” was in the building, complaining about having her water shut off. After a few minutes, they said that she started “exposing herself,” and that she was also smoking inside the building. Those on the scene also claim that Navarette said “If I had a gun, I would shoot you.” Deputies arrived and arrested Navarette about 15 minutes after the initial 911 call. She is now being held in the Cowlitz County Jail on a charge of indecent exposure, with bail set at $500.
