You now have the opportunity to track and comment on the progress of the SR 432 Rail Realighment and Highway Improvements Project, as the Cowlitz-Wahkiakum Council of Governments launches the project website. Phase 1 of this project is currently under way, with the project partners currently in the process of exploring concepts and soliciting ideas to address congestion, safety, freight capacity and system mobility along specific rail segments, highway segments and intersections going from I-5, up Tennant Way and along Industrial Way to the Millennium Bulk Terminals facility. Melissa Taylor with the COG says that they are currently anticipating three phases, with phase 1 involved with initial planning and concept development. Phase 2, which will get under way next year, will further refine the concepts, and will undergo environmental analysis under state and federal laws. Projects that come through Phase 2 will then undergo design, permitting and construction in Phase 3, as funding can be secured.
