Kelso Police report making an arrest after a man who was reported to be on top of rail cars parked in North Kelso, apparently trying to steal metal. Shortly after noon yesterday, a woman called 911, saying that a man was on top of the rail cars, taking metal off those cars and throwing it to the ground. KPD arrived on the scene and took Andrew D. Raff, 33, of Longview into custody within about ten minutes. Burlington Northern-Santa Fe Railroad Police also arrived on the scene, estimating that Raff had collected about $250 in scrap metal. Raff was booked into the Cowlitz County Jail on charges of second-degree trespass and third-degree theft. He’s currently free after posting bail.
